为贯彻落实党中央、国务院关于推进公共信息资源开放的有关工作部署，中央网信办、发展改革委、工业和信息化部联合印发《公共信息资源开放试点工作方案》，确定在北京、上海、浙江、福建、贵州开展公共信息资源开放试点，要求针对当前开放工作中平台缺乏统一、数据缺乏应用、管理缺乏规范、安全缺乏保障等主要难点，在建立统一开放平台、明确开放范围、提高数据质量、促进数据利用、建立完善制度规范和加强安全保障６方面开展试点，探索形成可复制的经验，逐步在全国范围加以推广。方案要求，试点地区要结合实际抓紧制定具体实施方案，明确试点范围，细化任务措施，积极认真有序开展相关工作，着力提高开放数据质量、促进社会化利用，探索建立制度规范，于2018年底前完成试点各项任务。

推动工业互联网创新升级 实施“工赋上海”三年行动计划（2020-2022年）

2020年6月15日，市政府办公厅印发《推动工业互联网创新升级 实施“工赋上海”三年行动计划（2020-2022年）》，上海正式进入工业互联网2.0阶段。行动计划聚焦“引擎、载体、服务、生态、机制”五个方面，未来三年将开展包括强化新技术导入、促进新主体涌现、夯实新人才基础等在内的18项具体任务。到2022年，工业互联网对上海实体经济引领带动效能显著，工业化和信息化融合水平保持全国第一梯队，基本建设成为具有国际影响力、国内领先的工业互联网资源配置、创新策源、产业引领和开放合作的发展高地。

2020年6月4日，《浙江省公共数据开放与安全管理暂行办法》在省政府第44次常务会议审议通过，并将于2020年8月1日起正式施行。《办法》由浙江省司法厅、浙江省大数据局共同起草，是继上海之后的全国第二部公共数据开放地方立法，也是全国首部省域公共数据开放立法，总共7章48条，包括总则、数据开放、数据利用、数据安全、监督管理、法律责任以及附则。
