“数字化”是未来经济社会发展的必然趋势。作为德国《高技术战略2020》的十大项目之一，“数字议程”是继“工业4.0”之后，德国确保未来发展与竞争力的又一重要举措。目前，ICT已成为德国的支柱产业，2011年营业额已达2280亿欧元，拥有企业8.6万多家，员工超过90万人，远超机械、汽车等传统工业，是德国重要的就业引擎。

在“工业4.0”将信息技术与工业技术深度融合并全面提高企业生产率的前提下，由“数字议程”引领的数字化进程，通过不同层面的7个行动领域的全面布局，力争在智能制造与服务、大数据和云计算等领域为德国开辟更多的发展机遇。

With the adoption of the Digital Agenda, the federal government has defined an important component of the economic and innovation policy. The Digital Agenda identifies the digital policy approach of the Federal Government and bundles activities in seven key action areas. The Digital Agenda will be implemented together with economic and social partners, civil society and academia. An important role is played by the National IT Summit. It will have to be refocused on the core areas of the Digital Agenda.
