We want to build an industrial strategy that addresses long-term challenges to the UK economy. Our aim is to improve living standards and economic growth by increasing productivity and driving growth across the whole country.
This green paper sets out our approach and some early actions we have committed to take. It is not intended to be the last word, but instead to start a consultation.
We hope anyone with an interest will respond. We want to hear from every part of the country, every sector of industry and businesses of every size – and from the people who work in them and use them.
英国政府周一发布了现代化工业振兴战略征求意见稿，将推动科技创新、推进基建升级、增进企业联通、促进自由贸易等，以寻求提振工业生产、刺激科技和研发投资，以在退欧后时期平衡经济，减小经济对服务业的依赖程度，并缩小地区间贫富差距。
这份工业复兴战略计划主要涉及十点：

英国这份刚刚发布的报告，其主要观点就是要加强产业政策的制定，报告还把几十年前的大讨论拿出来了，那个时候英国一些专家认为不应该干涉市场经济，但最近几十年的实践显示，产业政策有助于国家竞争优势的提升，反而是不关注产业政策的国家，容易被竞争对手的产业政策带来的市场偏差影响。
在这份报告中，英国首先把一些政策想法公开出来，让大众来进行讨论，这一点国内似乎比较少，即便有讨论，也是指定的一些专家参与，参与的广度显然不大，不知道这会不会导致国内的产业政策难以产生效果？
英国这份报告问了几个问题：

1. Does this document identity the right areas of focus: extending our strengths; closing the gaps; and making the UK one of the most competitive places to start or grow a business?
2. Are the 10 pillars suggested the right ones to tackle low productivity and unbalanced growth? If not, which areas are missing?
3. Are the right central government and local institutions in place to deliver an effective industrial strategy? If not, how should they be reformed? Are the types of measures to strengthen local institutions set out here and below the right ones?
4. Are there important lessons we can learn from the industrial policies of other countries which are not reflected in these ten pillars?
