美国海军提出“超越项目”的初衷和意图

备战成为美国海军的首要任务。按照美国海军作战部长的说法，除了建设哥伦比亚级弹道导弹潜艇计划之外，“超越项目”（Project Overmatch）就是优先级最高的工作了，这是它在2022年的国防预算中占比不少的原因之一。

数字孪生战场实验室正在开展JADC2的标杆研究，按照美国国防部的划分，超越项目就是JADC2的一部分，因此，我们应该对超越项目的初衷和意图有所了解。

2020年10月1日，美国海军作战部长迈克尔.吉尔戴给海军少将道格.斯莫尔发送了一份备忘，备忘主题即为“超越计划”。

从本质上讲，超越项目就是海军版的JADC2，因为它的目标就是为了建立分布式战场，为分布式海上作战（DMO，Distributed Maritime Operations）奠定基础。如果以数字孪生战场实验室的划分方式，它就是在研究第三代战场管理系统。

跟其他项目不同，美国海军对超越项目讳莫如深，对外透露的信息非常少。

一些美国军事网站对此报道称，美国海军对超越项目什么也不讲。道格.斯莫尔表示，之所以不透露超越项目的情况，是因为现在在备战阶段，让对手了解越少，将来作战效果可能更好。

然而从基础研究角度来看，超越计划跟数字孪生战场的设计原因类似，并不是原有网络中心战或数字战场的延续，而是瞄准“互操作性”的多层次的可持续改进战场管理体系，对实现更为灵活的作战模式有至关重要的价值。

1. The Navy's ability to establish and sustain sea control in the future is at risk. I am confident that closing this risk is dependent on enhancing Distributed Maritime Operations through a teamed manned/unmanned force that exploits Artificial Intelligence and Machine Learning. I am not confident we are building the Naval Operational Architecture(NOA) connecting and enabling this future force as quickly as we must.

2. The Navy has faced and overcome similar engineering and development challenges before. Nuclear Power, the Polaris Missile, and AEGIS are examples of getting it right. To this end, Navy is standing up Project Overmatch, and like Hyman Rickover, William Raborn, and Wayne E. Meier, you are in charge. I challenge you to beat their pace.

3. Beyond recapitalizing our undersea nuclear deterrent, there is no higher developmental priority in the U.S. Navy. All other efforts are supporting to you. Your goal is to enable a Navy that swarms the sea, delivering synchronized lethal and non-lethal effects from near-and-far, every axis, and every domain. Specifically, you are to develop the networks, infrastructure, data architecture, tools, and analytics that support the operational and developmental environment that will enable our sustained maritime dominance.

4. Bring me your initial plan within 60 days, and update me every 90 days thereafter. Show me your recommended end-state, how we will measure our progress, and what you need to achieve our shared objective, both talent and resources. The Vice Chief of Naval Operations and Assistant Secretary of the Navy for Research, Development, and Acquisition will serve as both your mentors and your first choice for barrier removal. Work deliberately with our Marine Corps partners, and integrate fully with the Joint Force's Joint All Domain Command and Control (JADC2) efforts.

5. I am excited for the passion, creativity, and expertise that you will bring to this problem. Our ability to maintain maritime dominance is dependent on your success.
