1. Earlier today, I signed out a memorandum to Rear Admiral Doug Small, putting him in charge of Project Overmatch, our prioritized effort to build the Naval Operational Architecture. As the Navy's Future Force Architect, you are charged with complementary efforts that will enable a Navy that swarms the sea.

2. Our unmanned developmental efforts require increased urgency and coherency with each other and from their manned teammates. We require accelerated development of the CONOPs to test, evaluate, and exploit these capabilities, and an integrated any-sensor/any-shooter kill chain enabling long-range fires. We must move with speed beyond the legacy, incremental, and tribal approaches to achieve these ends.

3. With Rear Admiral Small charged with creating the connective tissue, you are charged with accelerating the development of the unmanned capabilities and long-range fires enabled by his efforts. Drive coherence to our plans with a long-term, sustainable, affordable view that extends far beyond the FYDP.

4. Bring me your initial plan within 60 days, and update me every 90 days thereafter. Show me your recommended end-state, how we will measure our progress, and what you need to achieve our shared objective. Work closely with Assistant Secretary of the Navy for Research, Development, and Acquisition to set and sustain accurate requirements while appropriately funding each component.

5. I am excited for the Navy that we will imagine, build, and sustain together.
