各省、自治区、直辖市及计划单列市、新疆生产建设兵团中小企业主管部门、发展改革委、财政厅（局）、国资委：

　　为贯彻落实《国务院关于推动创新创业高质量发展打造“双创”升级版的意见》（国发〔2018〕32号）提出的实施大中小企业融通发展专项行动计划，制定《促进大中小企业融通发展三年行动计划》。现印发给你们，请结合实际认真贯彻实施。
